General comments:
This was the first Auto Insurance Fraud Technical Advisory Committee (TAC) meeting held by FSRA. Primarily an introductory meeting, FSRA led the meeting with an overview of the Fraud and Abuse Strategy, FSRA’s Fraud Reporting Service (FRS) Rule and Guidance, and implementation of the FRS, including FSRA’s upcoming Request for Proposals (RFP) to procure a third-party vendor. The meeting also focused on setting the groundwork for the TAC's future work.
TAC members discussed insurers’ perspectives on data solutions. They discussed relevant data elements, thresholds for reporting, system scalability, and considerations for cybersecurity and privacy.
RFP
There will be an open and competitive RFP to procure a vendor for the FRS.
Implementation
TAC members provided their input on considerations for implementing the FRS solution. Key themes discussed included timelines for implementation, alignment with current insurer processes, scalability of solution with different organization sizes, and integration with accessibility standards. FSRA acknowledged that not all insurers will have the same capabilities, and normalizing the baseline data will be a key component of understanding the narrative around auto insurance fraud.
TAC term limits
FSRA noted that the TAC term ends December 2026, with an option to extend depending on the stage and necessities of the project.
