Please note:
Your Principal Representative must be a Director or Officer of the Corporation, or a Partner of a Partnership. They will be responsible for submitting all requests and applications on behalf of the Corporation or Partnership
1. Overview of Steps
- The Principal Representatives (PR) registers his/her business by submitting a corporation/ partnership registration application. If there are additional Directors, Officers or Partners (DOP), the PR provides the business email address of each additional DOP in the application. Once submitted, FSRA will send an email to each DOP.
- Each DOP must then complete his/her registration by taking the following steps:
- Click the link in the email. This will take you to the page in the Portal where you can create a FRSA account (with pre-filled information such as name and email address)
- Once you log in, you can start the registration. Click the link in the registration message found in your message centre.
- Complete the registration application.
The process is illustrated in the following chart:
- The corporate registration application will remain in draft status until all DOPs have set up their accounts and submitted their registration.
- The registration application and the DOP registration application will be reviewed by FSRA. Once approved, the PR can proceed to submit an insurance licence application and pay the fee.
2. Submit an Insurance Agent Corporation / Partnership Registration Application
The Application process has 4 stages:

Read and follow the instructions. Input all information relevant to your Corporation / Partnership.
2.1 Application
There are 6 steps in the Application stage. Read all information under each step, complete all required fields and click Next to move to the next step.
If you want to quit and log in again to finish the application later, you can click Save as Draft. Then click the Quit button.
2.4. Summary
In this stage, you will get an acknowledgement that your application has been received. If there are other Directors or Officers in your corporation, the application status will be “Draft – awaiting DOP registration”. It will automatically change to “Submitted to FSCO" once the Directors and Officers have completed their registration.
3. Directors, Officers or Partners (DOP) Registration Application
Each DOP will receive an email to create an account.
- If the DOP does not have an account with FSCO, click on the link provided in the email, then follow the instructions in the Create an Account section of this Portal Guide. Otherwise, the DOP can skip the account creation step.
- After you have successfully created your account, go to the Message Centre and click on the message under the Subject “Director Officer or Partner Registration Application has been initiated on your behalf”.
- You will be required to complete a declaration as part of the Corporate and Partnership Registration application. Please click the link on the message that will enable you to complete your declation.
The Application process has 4 stages:

There are 4 steps in the Application stage.
3.4. Summary
After you submit your application, you will get a message in the Message Centre showing that your application has been submitted to FSCO.
The PR will be able to view the status of the Corporation Registration. Once all DOPs have submitted their registration, the status will change to “Submitted to FSCO”.
Once FSRA approves the corporate registration application, the Status will be updated to “Good Standing” and a message will be posted in the Message Centre.
Note that a PR will not be able to view application details of the DOP due to privacy issues. If the PR tries to view the application of a DOP, an error message will display.
4. Apply/Renew Licence
- Log into your FSCO Portal account: https://portal.fsco.gov.on.ca.
- From the Dashboard, click on Apply/Renew Licence found in the left menu navigation.
- The PR cannot renew a licence if the current licence is not expiring within 60 days. In this case, the licence will not appear in the dropdown menu.
- Select the type of Insurance Licence you would like to initiate/renew. Principal Representatives representing multiple Insurance organizations must also select the specific organization they wish to initiate/renew their Licence. After making your selection, click Start to begin.
- If you represent multiple Insurance organizations, please select the file you wish to apply to and click Start.

There are 7 steps in the Application stage.
4.5. Summary
In this stage, you will get an acknowledgement that your application has been received.
A message will also be posted on your Message Centre.
Once approved by FSRA, the PR will receive a message and he/she can print a copy of the licence.
Go to the Dashboard and click on the Application under Files. Click View Licence.
The process for submitting General/ A&S Licence applications is the same, except you must upload your Sponsor Agreement instead of E&O.
