Summary

  • Panel members provided feedback on two FSRA presentations on upcoming initiatives:
    • Public Affairs presented on FSRA’s website refresh project and Consumer awareness campaign.
    • The Consumer Office presented on the 2026 Cross-Sectoral Consumer Survey.

Item 1: Welcome and introductory

  • The Panel Co-Chair thanked everyone for attending, gave a land acknowledgment, and reminded the members of their commitment to confidentiality, disclosure of any conflicts of interest, and adherence to the Panel’s code of conduct.

Item 2a: Consumer website refresh project – Public Affairs

  • FSRA provided an overview of the consumer website refresh background, research findings, timelines, and proposed website enhancements.
  • The new approach is based on life events and the consumer’s journey through the website.
  • The data driving the changes was obtained through website analytics, website design research, and a consumer engagement survey.
  • FSRA is working with an external vendor specializing in website design based on consumer experience.
  • The Panel discussed the need for plain language, easily readable text, and intuitive website design to make information more accessible for diverse audiences.
  • FSRA highlighted the importance of a digital strategy and campaign driving consumers to content on the website where they can learn about what FSRA does and how it protects consumers.

Item 2b: 2026/2027 Pilot Consumer Awareness Campaign – Public Affairs

  • FSRA provided an overview of the Consumer Awareness Campaign which started on September 14, 2026, and includes paid ads through social media, videos, and organic campaign.
  • A Panel member emphasized the importance of gearing content toward vulnerable consumers.
  • FSRA indicated the campaign starts with targeting a broader audience, and as it moves forward, based on data collected, may be modified to target specific consumer groups, including vulnerable consumers.
  • The Panel suggested community-based outreach as an additional method of providing information and spreading awareness to help overcome various barriers to information faced by vulnerable consumers.

Item 3: 2026 Cross-sectoral research – Consumer Office

  • FSRA provided an overview of FSRA’s 2026 cross-sectoral consumer survey, how it will be conducted, and the topics it will cover:
    • affordability and financial resilience
    • trust, confidence and satisfaction
    • access, inclusion and equity
    • consumer decision-making and behaviour
    • consumer understanding and financial literacy
    • fraud and emerging risks
    • retirement and long-term financial security
    • service experience
  • The Panel suggested focusing on:
    • emerging issues, including artificial intelligence-driven scams and financial fraud
    • long-term financial security of the ageing population, retirement readiness, and pension awareness
    • language fluency as a barrier since interpretation of complex financial issues can be lost in translation
  • The Panel was pleased to see indigenous communities are specifically included in the survey.

Item 4: Closing remarks

  • Panel Co-Chairs thanked all members and FSRA staff for attending and for the presentations.
  • FSRA reminded the Panel that the reading materials distributed include information on the upcoming call for members and member terms. A callout for new members will occur in November 2026 and new members will start participating on April 1st, 2027.

Next meeting

  • Wednesday, November 18 from 1:00PM to 4:00PM – Virtual Meeting
