Summary

  • New Panel members introduced themselves to the Panel, and changes in the Panel’s Co-Chairs were announced. 
  • The Panel provided an overview of their presentation for FSRA’s Board of Directors meeting on May 1st and gathered feedback.
  • Market Conduct briefed the Panel on the Preferred Pharmacy Network (PPN) Legislation Implementation.
  • Consumer Office provided a recap of the previous Panel meeting on February 12th, overview of the Panel’s membership and Terms of Reference, and reviewed the 2026-27 term plan.

Item 1: Welcome and introductory

  • Panel Co-Chairs thanked everyone for attending the general meeting and gave a land acknowledgment.
  • New Panel members, Dino DiMarco and Meseret (Mesi) Haileyesus introduced themselves.
    • Dino DiMarco is retired from a banking career, with background in economics and science. He is teaching and consulting on financial literacy and empowerment to underserviced communities, in particular, the indigenous communities. 
    • Meseret Haileyesus comes from a background of global and national healthcare with expertise on financial inclusion to address financial and economic abuse. She advanced regulation on Financial Institution Code of Conduct on Economic Abuse, Fraud Prevention, and Consumer Protection.
  • Lucy Becker announced she will be stepping down as Co-Chair (but remaining as Exiting Chair) and that Julie Kuzmic will be the new Co-Chair, as of May 2, 2026, alongside Harvey Naglie.

Item 2: Panel-FSRA board meeting preparation 

  • The Panel Co-Chair highlighted the importance of bringing forward different lived experiences and perspectives to emphasize the impact of issues that affect consumers. She also mentioned the importance of recapping the topics they presented last year, to emphasize continuation of the focus on these important topics. 
  • A Panel member suggested that the Panel strengthen alignment with FSRA and clearly articulate how it’s priorities advance FSRA’s strategies from a consumer perspective.
  • Panel members gave an overview of their segments in the presentation.

Item 3: Life and Health Insurance – Preferred Pharmacy Network (PPN) Legislation implementation 

  • FSRA provided an overview of the Preferred Pharmacy Network (PPN) Legislation changes and FSRA’s role in their implementation.
  • In the Fall of 2025, the government introduced amendments to the Insurance Act to implement PPN requirements. The changes enable any pharmacy willing to match a PPN’s financial terms to participate and expand consumer choice and competition in the pharmacy sector.
  • FSRA has been asked to provide support for the implementation of the framework and develop a potential form for customers who wish to be reimbursed for medications obtained from a pharmacy outside of a PPN. FSRA requested initial comments from CAP on the approach that could be taken with the development of the form.
  • The Panel provided feedback around the overall approach, whether consumers can use the form proactively, the timeframes around decisions, and appeal mechanisms in the case a request is denied.

Item 4: Consumer Office – Previous meeting recap

  • Consumer Office recapped the topics discussed in the Panel’s February 12, 2026 meeting, which included a discussion about its 2025-2026 Annual Report. The Panel outlined a revised approach to its annual report, shifting from retrospective reporting to a forward-looking focus on opportunities linked to its activities. The Panel also described its process for selecting topics and logistics for its upcoming meeting with the FSRA Board, emphasizing more outcome-focused discussions to support constructive engagement. 

Item 5: 2026-27 term plan

  • Panel general meetings this term were shortened to 2 - 3 hours, focusing on cross-sectoral topics and leaving sector-specific topics to be discussed in smaller working groups.

Item 6: Membership and Terms of Reference updates

  • The Consumer Office provided an overview of changes to the Panel’s Terms of Reference including to the Panel’s mandate, its role in contributing to FSRA’s research agenda and proposing consumer research topics, and recognition of its engagement with FSRA’s grant-funding program

Item 7: Closing remarks

  • Panel Co-Chair, Harvey Naglie thanked departing Co-Chair, Lucy Becker, for her service on the Panel over the past three years, and welcomed new Co-Chair, Julie Kuzmic as she steps into her new role.
