Summary

  • FSRA provided an update to the Panel on the organizational changes in the Consumer Office and at FSRA.
  • Panel members discussed their 2025-2026 Annual Report and preparations for their meeting with FSRA’s Board of Directors.
  • Market Conduct team briefed the Panel on the property and casualty insurance market risk assessment process.
  • Consumer Office provided updates on the selection of new Panel members and discussed with the Panel its preparations for the 2026-27 term.

Item 1: Welcome and introductory

  • Panel Co-Chairs thanked everyone for attending the general meeting and gave a land acknowledgment.
  • The Panel was reminded of its commitment to confidentiality, disclosure of any conflicts of interest, and adherence to the Panel’s Code of Conduct.

Item 2: Introduction to new Consumer Office leadership

  • Stephanie Appave, Director of Consumer Office and Innovation, and Rocca DAngela, Senior Manager of Consumer Office introduced themselves to the Panel and provided a brief background on their experiences and how they see the Consumer Office and the support it provides to the Panel in the future.

Item 3: Leadership changes in FSRA

  • FSRA briefed the Panel on leadership changes, including:
    • appointment of new FSRA Board of Directors members
    • appointment of a new FSRA Board of Directors Chair 
    • the creation of a new Property and Casualty division
    • the new division will temporarily be led by Jordan Solway, current EVP of Legal and Enforcement. Jeff Kehoe has joined FSRA to take on the responsibilities of acting EVP of Legal and Enforcement

Item 4: Panel 2025-2026 Annual Report

  • The Consumer Office provided an overview of the Panel’s past annual reports, and opened the discussion on the Panel’s annual report for the 2025-2026 term.
  • Panel Co-Chair suggested the report present the Panel’s activities over the last year under the themes presented to FSRA’s Board in May 2025 such as empowering consumers, protecting vulnerable consumers, and using data to evaluate and improve outcomes.
  • Panel members were supportive of positioning the report around themes, suggested it should focus on outcomes and emphasize the Panel’s activities and submissions that reflect its engagement with FSRA.
  • Members also suggested that the Panel be strategic in how they present information to the Board at the next meeting.

Item 5: Preparation for meeting with FSRA Board of Directors

  • FSRA’s Strategic Policy team provided the Panel with an overview of FSRA’s strategic planning cycle, and the 2026-2027 priorities.
  • The Panel highlighted the need for principles-based regulation that focused on defined outcomes to measure against, and the necessity of gathering quality data in support of these outcomes, such as complaints information. In particular, they pointed out the need for specific and defined KPIs.
  • The Panel suggested online surveys could provide quality data for FSRA and a broader sense of consumer experiences to complement internal complaint data.
  • Co-Chairs will work with the Consumer Office to develop a questionnaire for the members to provide their input and thoughts regarding the content for the presentation to the Board.

Item 6: Market Conduct - Market risk assessment process

  • FSRA’s Market Conduct team presented to the Panel on its risk assessment process and supervision plan for the sector. The new Property & Casualty division will enhance sector focus, integrate supervision, and provide better coordination and accountability. 
  • The supervision plan has two parts, both include risk assessments, one focusing on the insurers and the other on the sector overall (such as the Managing General Agents work). This allows for a proactive and risk-based supervision approach, looking through the products’ whole life cycle and identifying areas or high risk, impact on consumers, and likelihood of the risks occurring. 
  • The Panel discussed forthcoming changes coming to auto insurance optional benefits as well as enforcement of the Unfair or Deceptive Acts or Practices Rule (UDAP Rule). FSRA will continue monitoring the impact of changes to optional benefits across Ontario through data collection and market analysis.

Item 7: Consumer Office - Update on new members process

  • The Consumer Office provided updates on Panel membership. There were 48 new member applications for the upcoming term. 
  • Members Ellen Bessner and Leeann Corbeil are at the end of their two-year term and stepping down from the Panel.

Item 8: Consumer Office - Previous meeting outcomes and recap

  • The Consumer Office provided a recap of the discussion held in the Panel’s previous meeting in November. Since then, the Panel has submitted its comment letter in response to FSRA’s consultation on its proposed 2026-2027 Statement of Priorities.

Item 9: Consumer Office - Panel recommendations documenting

  • The Consumer Office is documenting the Panel’s recommendations to inform members and FSRA insights on their status and impact.

Item 10: Preparation for 2026-27 term

  • In response to feedback from the members, the following changes will be implemented in the 2026-2027 term: 
    • general meetings will be shortened to between 2.5 and 3 hours
    • presenters seeking feedback from the Panel will complete a cover note that summarizes the issue they are presenting and identifies the output required from the Panel
  • Panel Co-Chair emphasized that the above changes are intended to make the general meetings impactful, efficient, and focused on cross-sectoral topics, while working groups will focus on specific sectors or initiatives.

Item 11: Closing remarks

  • Panel Co-Chairs and members thanked Ellen Bessner and Leeann Corbeil for their engagement and contributions to the to the Panel over the past two years.
