Meeting summary
The Board welcomed the Consumer Advisory Panel (the Panel). The first part of the Panel’s presentation reviewed the priorities and recommendations presented to the Board in May 2025, which focused on strengthening consumer awareness and empowerment, improving consumer outcomes through better use of data, and advancing procedural efficiency and modernization.
The Panel then turned to the forward looking priorities for 2026-27, emphasizing the importance of translating regulatory intent into measurable consumer impact. The Panel highlighted the value of continuing to strengthen the measurement of consumer outcomes through selected approaches such as surveys, alongside the continued use of plain language content to support consumer understanding.
The Panel also addressed complaint handling, encouraging continued efforts to improve consistency and transparency across complaint processes, including consideration of common definitions, standards for response timeliness, publication of sector specific complaint outcome data, and ongoing engagement with the Ministry of Finance on obtaining additional tools for FSRA. The presentation also focused on protecting vulnerable consumers, with the Panel highlighting challenges in the current financial environment in Ontario for many consumers and its impact on consumer decision making. Panel members noted the relationship between financial vulnerability and increased risk of harm, and suggested FSRA consider pilots to test disclosure materials with consumers. They also encouraged continued dialogue with the other regulators and the Government to support greater alignment on vulnerability definitions and protections.
Throughout the presentation, Panel members emphasized the value of FSRA’s ongoing engagement l and encouraged continued collaboration to ensure a consumer lens remains integrated across FSRA’s initiatives. They underscored the importance of transparency to support clear consumer understanding, the consistent identification of FSRA’s role across the regulated sectors, and encouraged FSRA to continue balancing its role as both a regulator and an educator in support of consumer confidence.
The Board thanked the Panel for its presentation and indicated that many of the themes presented align with FSRA’s ongoing work and priorities.
