This summary sets out the key points discussed at the September 23, 2025, meeting.

General items

  • FSRA thanked outgoing Co-Chair Susan Bird for her service and welcomed incoming Co-Chair, Kim Macpherson. Susan will continue serving the committee as a member.
  • The Committee discussed regular standing items (annuity discharge, ineligible member contributions, missing members) as well as issues with members who don’t take their pension at age 71.
  • The Committee and FSRA discussed commuted value rule changes and mandatory termination provisions.

FSRA updates

  • FSRA is undertaking an internal data clean up initiative. More details will be available in the coming E-Blast.
  • FSRA is planning for the 4th annual Pension Awareness Day campaign. Pension Awareness Day will be February 19, 2026. FSRA is beginning work with communications and other stakeholders.

Target Benefit Supervisory Framework

  • FSRA updated the Committee on the consultation which closes October 14, 2025, for FSRA’s Target Benefit Supervisory Framework guidance. The Committee discussed conversion applications related to the supervisory framework.
  • FSRA updated the Committee on work it is doing for the sector to provide data related to MEPP conversions to target benefits.

International Monetary Fund report

  • FSRA discussed the outcomes of the IMF’s recently published Financial Sector Assessment Program (FSAP) report. This report was the outcome of a review by the IMF of various aspects of FSRA’s pensions oversight. IMF’s 2025 FSAP was the first review of Canada’s pension sector stability and regulatory and supervisory regime.

The next meeting of the committee is scheduled for Winter 2026.
