This summary sets out the key points discussed at the June 14, 2023 meeting.

Defined Benefit MEPP leading practice benchmarking

  • FSRA updated the committee on its progress to date. A report will be produced once engagement with plans is complete. The upcoming target benefit framework from Ontario will complement this.

Target benefit framework

  • Ontario Ministry of Finance updated the committee on the consultation for a target benefit framework and how the responses received will inform the next phase of the consultation.

Communications and engagement update

  • FSRA discussed with the committee the learnings from the first Pension Awareness Day. FSRA and the committee brainstormed themes for the next Pension Awareness Day and FSRA Exchange (both early 2024).

Guidance updates

  • FSRA provided updates on upcoming pension-specific guidance documents, including guidance related to plan amendments and guidance on roles and responsibilities. The proposed all-sector guidance on IT risk management and principles-based regulation were discussed.

Improving regulatory harmonization across Canada

  • FSRA provided an update to the committee on the progress of work on various CAPSA guidelines as well as the expansion of the agreement respecting multi-jurisdictional pension plans.

Late filings

  • FSRA provided an update on the actions it has taken to address late filings. FSRA is seeing significant improvement in its review of more recent late filings.

Next meeting

The next meeting of the committee is scheduled for October 2023.
