Welcome and general comments:
The Executive Vice-Presidents, of Policy/Auto Insurance Products and Market Conduct welcomed the Committee and thanked them for their participation. They reiterated FSRA’s commitment to collaboration by engaging with the regulated sectors and emphasized the importance of stakeholders’ input.
Dexter John, the new CEO of FSRA, introduced himself to the Committee and delivered brief remarks.
Supervisory model and accreditation
The Committee agreed that the information provided by FSRA on the supervisory model was clear and comprehensive, concluding that no additional discussion was required.
Support for the Ministry of Finance-led Auto Insurance reforms
The Committee appreciated significant collaborative work within working groups and workstreams between FSRA and industry sectors (industry associations and insurers).
Some Committee members raised concerns about how the government caretaker period may have impacted timelines. FSRA confirmed that work on implementation did continue during the caretaker period.
Tariffs and rate adjustments
The potential impact of tariffs on auto insurance costs was discussed. The industry and FSRA are analyzing potential impacts, including cost increases, while the future of tariffs remains unclear. FSRA recommended a “wait and see” approach.
FSRA-led reviews of HSP guidelines and frameworks
FSRA provided an update on its HSP guideline and framework reviews recommendation reports.
Fraud Reporting Service (FRS) Rule
FSRA’s Board has approved the FRS Rule, which will be submitted to the Minister of Finance for approval. FSRA will be establishing a Technical Advisory Committee (TAC) to support the implementation of FRS. Committee members expressed strong interest in participating in and contributing their expertise to a Fraud TAC.

Committee members raised other important issues, including related to insurer-initiated exams, medical assessments, and towing and storage costs.
