As of July 2026, medical, rehabilitation and attendant care benefits will remain mandatory, while all other accident benefits coverage will be optional allowing consumers more flexibility to choose coverage that fits their needs and budgets.
What insurers need to know about filing
As part of these changes, insurers will need to submit filings related to the accident benefits changes. Before submitting filings related to the accident benefits changes, insurers should review FSRA’s Filing Specifications for Statutory Accident Benefits (SABS) Optionality.
The filing specifications outline:
- filing specifications
- cost benchmarks and rating factors
- consumer transparency expectations

Communications toolkit
FSRA is developing a communications toolkit in collaboration with Industry to help insurers communicate these changes to their customers. The toolkit will be posted on this page once available.
