As of July 2026, medical, rehabilitation and attendant care benefits will remain mandatory, while all other accident benefits coverage will be optional allowing consumers more flexibility to choose coverage that fits their needs and budgets.

What insurers need to know about filing

As part of these changes, insurers will need to submit filings related to the accident benefits changes. Before submitting filings related to the accident benefits changes, insurers should review FSRA’s Filing Specifications for Statutory Accident Benefits (SABS) Optionality.

  • consumer transparency expectations

Industry training and education

The 2026 Ontario Auto Reform: Introduction to Accident Benefits Changes course is available for agents, brokers and other insurance professionals. This two-hour, on-demand online course was created collaboratively by the Insurance Brokers Association of Ontario (IBAO), the Insurance Institute of Canada (IIC) and the Ontario Mutual Insurance Association (OMIA), and is available through participating providers. The course explains what is changing, how the changes affect policy forms and products, and what they mean for consumers.
