General questions
1. What is the OSP?
The Online Services Portal (OSP) is FSRA’s new secure portal to receive online payments for paper-based applications. In the next few months, FSRA will accept additional products through the portal.
2. Which applications can the OSP accept?
The Online Services Portal currently accepts:
- New licence applications for:
- Corporate insurance adjusting firms
- Individual insurance adjusters
- Licence renewal applications for
- Corporate insurance adjusting firms
- Individual insurance adjusters
- Out-of-province and re-instatement applications for certain insurance agents
- Requests for a Letter of History, Reciprocity Letter or Certificate of Authority
3. Does the portal protect my credit card/banking information?
The OSP is a secure portal and uses the Moneris payment system to accept debit and credit card payments
4. After I enter my name and email, I press “Verify”, but the page won’t load.
Please make sure you are using Google Chrome, Microsoft Edge or Safari when accessing the portal. The portal does not work with Internet Explorer.
5. I have not received my PIN.
The system usually sends the PIN email within two minutes or less. Check that you have entered your correct email in OSP. If your email address is correct, check your spam or junk mail folders. You may also reload the page and start the process again.
Please make sure you are using Google Chrome, Microsoft Edge or Safari when accessing the portal. The portal does not work with Internet Explorer.
6. Can I fill out the forms online with a digital signature?
You may provide an electronic signature on the application or request form. A FSRA representative may reach out to confirm the signature.
7. Do you issue refunds?
FSRA does not issue refunds. Please take your time uploading, paying and submitting your application or request through the OSP.
8. How can I pay for my application or request?
The OSP accepts payment by VISA, MasterCard and certain debit cards. AMEX is not accepted.
9. Can I submit a name change or address change for my partnership or corporation licence via the portal?
The OSP does not accept name change or address change applications. Send your request to [email protected]. Requests for change must be submitted by a Director, Officer or Partner. For name changes, we require Articles of Amendment and your Ministry filing (Form 2).
10. Can I submit a request to add or remove a trade name for my partnership or corporation licence via the portal?
The OSP does not accept applications to add or remove a trade name. Please send your request to [email protected]. Include your Master Business Licence showing the same trade name.
Licensing application questions
1. Can I put my application on hold in the portal and continue to process it afterward?
Please take your time uploading, paying and submitting your application through the OSP. The portal will not time out. However, if you close your browser, you will need to start from the beginning.
2. What if I need to submit an extra document after having completed the application in the portal?
If you have already submitted your application and required documents are missing, a Licensing Registration Specialist will contact you.
3. Can I submit multiple licence applications?
If you would like to submit another application, press the “Submit Another Application” button. Check to make sure an additional application is required – refunds are not provided.
4. Will the processing time for issuing licences speed up with the use of this portal?
FSRA will be able to process applications and payments faster using the portal, so you can receive your licence sooner. It will also be quicker and easier for you to pay the application fee.
5. How will I know you received my application?
You will receive an email confirming receipt of your application and payment shortly after you submit your application in OSP.
6. Will I be able to view the status of my application after submitting it?
The OSP is used for submitting applications to FSRA. You will receive an email confirming receipt of your application and payment shortly after you submit your application in OSP.

7. I already submitted my application via email, do I need to resubmit it?
If you submitted your application by mail or email before or on November 25, 2020, you do not need to resubmit your application. Our licensing specialists will be in touch with you if we require further information.
If you submitted your application by mail or email after November 25, 2020, please note your application will not be processed. You must submit your application through OSP.
8. Will the Online Services Portal replace FSRA’s Licensing Link?
The Online Services Portal will not be replacing the Licensing Link.
- Mortgage agents and brokers, as well as most insurance agents, can continue to use Licensing Link for licence applications.
- The Online Services Portal accepts applications for corporate and partnership insurance agent licences, insurance adjuster applications, and certain insurance agent applications.
9. Can I submit my application without payment and mail out the cheque?
You must pay for your application on the portal in order to submit your application.
10. Can I mail or email my corporate or partnership insurance agent application?
FSRA is no longer accepting these applications in the mail or by email. Please submit your application via the Online Services Portal.
Insurance agent licence applications
1. Can I use this portal to pay my agent licence renewal fee in case I cannot pay it in Licensing Link?
No, please contact the [email protected] if you are experiencing payment issues for your insurance agent licence.
2. General Agent – I previously held licence, but I left the insurance company or surrendered my licence. How do I submit an application to reinstate my General agent licence?
Please contact your sponsoring insurance company. All general agent licence applications must be initiated by your insurance company.
3. A&S only Agent – I previously held a licence, but I left the insurance company or surrendered my licence. How do I submit an application to reinstate my A&S only agent licence?
Please contact your sponsoring insurance company. All A&S agent licence applications must be initiated by your insurance company.
4. Life Agent – How do I renew my active Life agent licence?
All life insurance agent renewal applications must be submitted via Licensing Link. To start this process, search your name on the Public Registry, and select the option to “Proceed to Application”.
5. Life Agent – My licence was terminated by my sponsor. How do I reinstate my licence?
Please contact your new insurance company. They will need to submit an application to transfer and reinstate your licence.
6. Life Agent – I surrendered my licence. How do I reinstate my licence?
If you surrendered your licence in the last 2 years, please verify whether you can submit an application via Licensing Link. You can verify this by searching your licence on the public registry and pressing the “Proceed to Application” button. If this option is not available for you, you will need to complete a paper application and submit the application via the Online Services Portal.
If you surrendered your licence over 2 years ago, you are no longer able to reinstate your licence. You will need to submit a new life insurance agent licence application through an insurance company. Please contact your insurance company for assistance with this process.
7. Life Agent – How do I submit my non-resident licence application if I have been licensed in my home jurisdiction for less than two years?
Please contact your sponsoring company. They will initiate the Licensing Link online application for you.
8. Life Agent – How do I submit my non-resident licence application if I have been licensed in my home jurisdiction for more than two years?
Agents who have been licensed as a Life Agent for over two years in their home jurisdiction will be required to complete a paper application and submit the application via the Online Services Portal. They will also be required to provide a letter from the regulator from the home province providing proof of two years’ experience.
Requests for Letter of History, Reciprocity Letter and Certificate of Authority questions
1. How do I request my licensing history from FSRA?
Please complete the Request for Licensee Information form and proceed to the Online Services Portal to submit your request. There is a $25 fee for each request. All requests are reviewed and processed in the order they are received. Our standard processing time is 10 business days for this request.
2. I am applying for a mortgage brokering licence in another province and need a letter sent to another regulator directly. How do I submit this request?
You require a Reciprocity Letter. Please complete the Request for Licensee Information form and proceed to the Online Services Portal to submit your request. There is a $25 fee for each request. All requests are reviewed and processed in the order they are received. Our standard processing time is 10 business days for this request.
3. Can I submit a request for licensing history for another individual?
In order to request the licensing history for someone else, you must have written authorization from the individual.
Insurance companies or Mortgage Brokerages may submit a request on behalf of their sponsored agents or brokers. The request must be submitted by one of the company’s or brokerage’s licensing link users.
If you do not have authorization, you may wish to submit a Freedom of Information request.
4. I need to request letter of history for more than 1 agent. Do I need to submit a separate request for each agent?
Yes, you will need to submit a request for each agent separately. There is a $25 fee per request. Please note, to request the licensing history for someone else, you must have authorization from this individual.
Insurance companies or Mortgage Brokerages may submit a request on behalf of their sponsored agents or brokers. The request must be submitted by one of the company’s or brokerage’s licensing link super users.
If you do not have authorization, you may wish to submit a Freedom of Information request.
