Overview

FSRA’s Point of Sale Test and Learn Environment (Point of Sale TLE) is a controlled environment designed to enable responsible innovation in how auto insurance is sold. 

The Point of Sale TLE aims to provide:

Consumers with more convenience by testing new distribution models for auto insurance within Ontario motor vehicle dealerships while maintaining fair outcomes for consumers.

Approved TLE applicants will be able to:

Test the sale of auto insurance at motor vehicle dealerships for two years, with the possibility of renewal. The TLE will enable auto insurance to be sold within Ontario Motor Vehicle Industry Council (OMVIC) regulated dealerships, through licensed insurance brokers or agents.

Throughout the testing period, FSRA will monitor outcomes to assess:

  • whether the tested distribution models provide greater convenience for consumers purchasing auto insurance
  • whether the models create any additional adverse risks for consumers, and how those risks can be effectively mitigated

This initiative supports FSRA’s mandate to foster responsible innovation in Ontario’s financial services sector while protecting consumer interests. It also supports the Ontario government’s commitment to broaden FSRA’s TLE and provide greater convenience to consumers.

Who should apply?

FSRA will accept proposals from a range of business types, including:

  • Insurance agencies/brokerages
  • Insurers
  • Car dealerships
  • Original Equipment Manufacturers (OEMs)
  • Administrators or other relevant service providers

Applicants must:

  • be licensed and in good standing with applicable regulators including (FSRA), Registered Insurance Brokers of Ontario (RIBO), and/or the Ontario Motor Vehicle Industry Council (OMVIC)
  • have sufficient expertise and capacity to implement and deliver the proposed model, with relevant industry experience
  • demonstrate compliance with all applicable laws and regulatory requirements
  • demonstrate that robust consumer protection, transparency, and disclosure measures are in place
