The Financial Services Regulatory Authority of Ontario (FSRA) is launching a public consultation on its proposed 2026-27 budget plan to give stakeholders the opportunity to share their feedback.

The Statement of Priorities and Strategic Framework, along with FSRA’s budget plan, form the core of its Annual Business Plan, which will then be submitted to the Minister of Finance for approval. The Statement of Priorities and Strategic Framework went out for a public consultation from December 10, 2025- January 13, 2026. 

The budget plan consultation period opens on January 29, and will close on February 9, 2026, at 11:59 p.m. EST. FSRA invites stakeholders to review the proposed 2026-27 budget plan and submit feedback.  FSRA will also accept additional feedback on the proposed Statement of Priorities and Strategic Framework as part of this consultation.

With Ontarians concerned about the cost of living, everyone in the insurance space should try to moderate their contributions to consumers’ household expenses.
Notwithstanding its 6.5% increase over last year, we are encouraged that FSRA’s proposed 2026-27 budget invests in auto insurance & market conduct technology transformation, critical IT, and solutions to migrate legacy platforms to modern systems.
As we said in the attached comments on FSRA's 2025-27 Statement of Priorities, CADRI believes consumers will benefit from FSRA:
• Modernizing systems which support licensing and regulatory supervision,
• Improving licensing service level standards,
• Implementing an even more streamlined process for out-of-province agents,
• Expanding the territory model, and
• Ensuring that agents and brokers engaged in the point-of-sale Test and Learn Environment are licensed and supervised appropriately.
We submit that FSRA's 2026-27 budget should move these undertakings forward.
