Delivering safety, fairness and choice for financial services consumers in Ontario
Ontario’s financial services regulator (FSRA) is releasing its 2025-28 Annual Business Plan (ABP). The plan sets out FSRA’s core strategy for the next three fiscal years.
“FSRA plays a critical role in strengthening and instilling confidence in Ontario’s financial services sector,” said Dexter John, Chief Executive Officer, FSRA. “Our 2025-2028 Annual Business Plan is the roadmap that will allow us to deliver on our vision of safety, fairness, and choice for Ontarians.”
The ABP lays out FSRA’s strategic priorities, its Board-approved budget, and other planned activities that support FSRA’s operations.
Areas of strategic focus for FSRA in FY2025-26 include:
- strengthening stakeholder relations, with a focus on improving outcomes for consumers
- enhancing regulatory effectiveness, including increasing licensing efficiency
- finalizing and implementing key reforms by continuing to support government priorities, including auto reform initiatives
The Minister of Finance approved the Annual Business Plan on September 19, 2025. The plan addresses the expectations set out in the Minister’s Letter of Direction.
From November 13 to December 6, 2024, FSRA consulted on its 2025-26 Statement of Priorities (SOP). FSRA incorporated the feedback into the ABP.
