Apply now for FSRA’s Point of Sale Test and Learn Environment (TLE)
The Financial Services Regulatory Authority of Ontario (FSRA) is accepting applications for its Point of Sale Test and Learn Environment (TLE). This TLE project will make it possible for consumers to purchase auto insurance directly at a motor vehicle dealership through a licensed insurance agent or broker. The project will assess whether the change expands consumer choice and convenience when they buy auto insurance in the province, while ensuring strong safeguards are in place to keep consumers informed and protected.
To apply, interested parties must complete the POS TLE application and consent forms and submit them to [email protected]. Applicants are encouraged to contact FSRA before completing the forms to determine if their proposal is eligible. They should also review the Point of Sale Test and Learn Environment Application Details and FSRA’s webinar on the Point of Sale TLE, which outlines the program’s goals and requirements.
Approved participants will receive a two-year exemption from the current prohibition under the Insurance Act on selling auto insurance at dealerships with the possibility of a one-time, two-year renewal. All other insurance regulatory requirements will continue to apply.
FSRA will monitor approved TLE projects to assess whether they improve consumer convenience, whether the project introduces any additional risks, and how those risks can be effectively mitigated. Participants will be required to implement enhanced consumer safeguards, including clear disclosure that consumers are not required to purchase auto insurance at the dealership.
