Q6:  Who can access the PSP?
 
A6:  The PSP may be accessed by Pension Plan Administrators (set out under section 8(1) of the Pension Benefits Act), who have correctly activated their PSP accounts, and individuals who have been delegated access by the Pension Plan Administrator.

Q7:  I have not used the PSP before. How do I get access to the PSP?

A7:  In order to access the PSP, a user account must be created for you. User accounts are created in two ways:

  • For Primary Administrators: After processing your Form 1 submission or Contact Change Request, FSRA staff will create your PSP account. An activation email will be sent to you that will require you to compete steps to finalize the activation process. Once completed you will have access to the PSP and your pension plan.
  • For non-Primary Administrators: Ask the Primary Administrator or Delegated Administrator to create a PSP account for you. Upon your PSP account activation, you will be delegated to their pension plan.

Q8:  Where can I find instructions for logging into the PSP?

Q9: Can I share my PSP log-in information with other individuals?
 
A9:  No.  Due to the sensitive nature of the information available on the PSP, you should not share your PSP account details with other individuals within your own organization, or with third party service providers.

The PSP Access Agreement states the following:

  • Only Pension Plan Administrators (set out under section 8 of the Pension Benefits Act), should log into the PSP using the Primary Administrator account.
  • While the Pension Plan Administrator may delegate some or all of the responsibilities for administering the pension plan, and administering and investing the pension fund to various third party service providers, the third party is not the Pension Plan Administrator.
  • The PSP should only be accessed by individuals with valid PSP accounts.

If FSRA believes the security of a PSP account has been compromised, the account will be immediately suspended without advance notice. For security purposes, any improper delegations or other account activity that occurred while the account was compromised may be cancelled by FSRA.  Keep in mind that account suspensions and cancelled delegations are not considered acceptable reasons for granting an extension of a filing deadline.  As a result, late fees or other penalties may be incurred.

Q10: If I work on multiple pension plans, do I need a PSP account for each plan?
 
A10:  No.  PSP accounts are issued to individuals and not to pension plans, organizations or teams of people.  Each PSP account is assigned one or more roles, including:

  • Primary Administrator
  • Secondary Administrator
  • Delegated Administrator
  • Agent
  • Actuary

A PSP account may have any combination of these roles and may have access to any number of pension plans.

Q11: As the Pension Plan Administrator, how do I delegate PSP access to other individuals to perform functions on my behalf? 
 
A11:  If other individuals need access to the PSP so they can perform work on your pension plan, you must delegate them access to the PSP.  Written requests are not accepted.

Although you may delegate some functions to other PSP users, as the Pension Plan Administrator you are still ultimately responsible for:

  • ensuring that the delegated functions are being performed accurately and in a timely manner; and
  • making sure that all individuals to whom PSP access has been delegated meet the appropriate standard of care, and comply with requirements of the Pension Benefits Act, the regulations made under it, and any applicable FSRA Pension Policies.

Q12: As the Delegated Administrator, how do I delegate PSP access to other individuals to perform functions on my behalf?

A12:  As a Delegated Administrator, you are only able to delegate individuals to Pension Plans that are part of your organization.

If other individuals outside of your organization require a delegation to the Pension Plan, only Primary Administrators have rights to perform this action.

Q13: My organization has multiple pension plans.  As the Pension Plan Administrator, I would like to delegate one individual to perform work on my behalf, for each pension plan. Do I need to delegate PSP access to the same individual multiple times?

A13:  Yes.  Since delegations are done on a plan by plan basis, you will need to delegate this individual PSP access for each pension plan. 

Q14: I received a delegation request by email.  What should I do?

Q15:  I am experiencing difficulties accessing the PSP. What should I do?
 
A15:  Please verify that you have successfully activated your PSP account.  Then check to see if you have entered your correct user name and password.  If you are not sure whether you are using the correct user name/email or password, click on “I forgot my user name” or “I forgot my password” on the PSP log-in page, and then enter the requested information.  You should then receive an email from FSRA with your user name or password.

  • your name;
  • your telephone number; and
  • the registration number of the pension plan you are authorized to access.

Once we receive this information, we will investigate the issue and contact you by email or telephone.
       
Q16. As a Delegated Administrator, am I able to request new users to be created on the PSP?

A16.  Yes. Delegated Administrators may only make new user requests for individuals within their organization.

Q17. As a Delegated Administrator, am I able to delegate PSP users that are outside of my organization?

A17.  No.  Delegated Administrators are only able to delegate/revoke users that are within their organization.  For delegations and revocations of individuals outside of the Delegated Administrator’s organization, only Primary Administrators are able to perform this function.

Q18: I received an activation email from PSP.  What should I do?
