Retirement announcement – Andrew K. Fung

The Financial Services Regulatory Authority of Ontario (FSRA) announces the upcoming retirement of Andrew K. Fung, Executive Vice President, Pensions, effective October 1, 2026, recognizing his distinguished career and lasting contributions to Ontario’s pension sector.

Over a 40-year career in the pension industry, Andrew established himself as a highly respected leader, strategist and trusted advisor, covering consulting, plan management and regulatory roles. He has held senior leadership, consulting and business development roles with some of the world’s largest human resources consulting firms, helping shape pension strategy and governance across the industry. He also served as Senior Vice President, Pension Services and Chief Actuary at one of Canada’s and the world’s largest jointly sponsored pension plans, where he oversaw actuarial and advisory services, pension policy and research, sustainability, strategy, communications and stakeholder relations.

Andrew joined the Financial Services Commission of Ontario (FSCO) as Chief Actuary (Pensions) in 2018 and transitioned to FSRA in 2019 where he served as Head of Relationship Management and Prudential Supervision, and later as Executive Vice President, Pensions. In these roles, Andrew helped expand and strengthen FSRA’s supervisory framework and deepen stakeholder engagement, supporting a more resilient and sustainable pension system. In addition to his EVP, Pensions role, Andrew served as Interim Executive Vice President, Corporate Services in 2025, with CFO, CIO and CRO oversight responsibilities.

Andrew earned a Bachelor of Mathematics from the University of Waterloo and is a Fellow of the Society of Actuaries (FSA), a Fellow of the Canadian Institute of Actuaries (FCIA), a Chartered Financial Analyst (CFA) charter-holder, and a holder of the ICD.D designation from the Institute of Corporate Directors.

Throughout his tenure, Andrew has been recognized for his expertise, integrity and commitment to strengthening Ontario’s pension system. His leadership has helped advance FSRA’s mandate to protect pension beneficiaries and promote confidence in the sector.
