Provide your feedback on Ontario’s draft auto insurance annual review for insurers
The Financial Services Regulatory Authority of Ontario (FSRA) is consulting on the draft Ontario Private Passenger Vehicles Annual Review Report. The consultation will close on September 28, 2026.
The Report outlines average industry costs and trends to help inform the setting of future private passenger automobile insurance rates by insurers. It includes the following data as of December 31, 2025:
- changes in the number of insured vehicles, average premiums, and average loss costs per vehicle over the last 10 years
- historical expense costs, return on investment income rates, and profit levels reported by insurers in Ontario
- estimated loss and claim counts for vehicles
- loss trend rates by coverage
FSRA consults on these reports annually and updates benchmarks twice each year as one of many tools to help inform decisions for rate filing reviews.
