Preventing Auto Insurance Fraud in Ontario
The Financial Services Regulatory Authority of Ontario (FSRA) has established a new Technical Advisory Committee (TAC) for Auto Insurance Fraud. This supports FSRA’s commitment to ensuring stakeholders have broad input into policy development and decision making.
This technical advisory committee will provide expertise and strategic advice to support the implementation of the Fraud Reporting Service (FRS) and inform future phases to support FSRA’s Fraud and Abuse Strategy, developed in consultation with the Ministry of Finance, industry, and consumer representatives.
FSRA is pleased to welcome the inaugural members of this new TAC:
- Andy Dykstra, AVP, Enterprise Fraud & Investigative Services, Co-operators
- Ezio Grasso, Director, Recovery and Investigative Services, CAA
- Garth Winterton, VP, Operations, Commonwell
- Jamie Lee, Head of Fraud and Financial Crime, Aviva
- Jason Cybulski, President/CEO, BCM Insurer Mutual
- Lindsay Hubbard, Senior Manager, Small Business Insurance Fraud, TD
- Litsa Segatti, Vice President, Claims Operations & Investigative Services, Intact
- Stuart Oliver, VP, Claims - Enterprise Fraud and Special Investigations, Definity
- Sue Perreaux, VP, Corporate Claims, SGI
These industry professionals were selected following a public call for members. Each was chosen based on their leadership experience and technical knowledge in areas such as claims, underwriting, fraud investigation, financial crime, and fraud data analytics.
The TAC will play a critical role in supporting the implementation of FRS and planning for future phases. The committee is expected to complete its mandate by December 31, 2026.

The TAC’s first meeting is scheduled for September 22, 2025. FSRA looks forward to providing updates on the committee’s progress in the months ahead.
