Hon. Peter Bethlenfalvy
Minister of Finance, Ontario
Peter Bethlenfalvy is Ontario’s Minister of Finance. He was elected as MPP for Pickering—Uxbridge in 2018 and was re-elected in 2022.
As Minister of Finance, he is responsible for the management of the province’s finances and building the environment for long-term economic prosperity. Minister Bethlenfalvy continues to deliver on the government’s plan to build a Strong Ontario with the supports necessary for people and businesses today, while laying a strong fiscal foundation for future generations. With Premier Ford, he is working to Get It Done and build the housing and critical infrastructure needed for Ontario’s growing population and economy.
Prior to entering public service, Minister Bethlenfalvy served in senior leadership roles for several financial institutions including as President and Chief Operating Officer of TD Securities (USA) and Co-President of DBRS.
He has served on the Board of Directors for many charitable organizations. In 2014, he joined the True Patriot Love Expedition to the magnetic North Pole in support of Canadian military families.
He holds both a Bachelor of Science and a Master of Business Administration from McGill University which included a year at the HEC School of Management, Paris, and a Master of Arts in Political Science from the University of Toronto.

Antoinette Leung
Head, Financial Institutions and Mortgage Brokerage Conduct, Market Conduct
Financial Services Regulatory Authority of Ontario (FSRA)
Antoinette Leung is the Head of the Financial Institutions and Mortgage Brokering Conduct team, which is responsible for conduct supervision of credit unions, mortgage brokerages and mortgage administrators, and related policy making. She also has oversight over FSRA’s Complaints and Risk Assessment Unit, which is responsible for handling public complaints.
She chairs the Mortgage Broker Regulators’ Council of Canada (MBRCC) and the Market Conduct Working Group of the Credit Union Prudential Supervisors Association (CUPSA).
Prior to joining FSRA, Antoinette was a member of the senior management team at the Ontario Securities Commission. She has extensive experience in compliance, risk and policy making with respect to various financial sectors, such as dealers, portfolio managers and clearing agencies. She chaired and represented the OSC on various international and domestic regulatory committees.
She completed a secondment at Payments Canada in 2017-2018 as Director of Financial Market Risk, where she was responsible for leading the development of the risk and settlement models for Canada’s wholesale, retail batch and real time payment systems in collaboration with the financial sector and the Bank of Canada.
Antoinette is also a CPA, CA and a CFA charter holder.

Michelle Dodokin
Head, Auto Insurance Supervision
Michelle Dodokin is Head of Auto Insurance Supervision at FSRA building on a 15+ year career as a P&C insurance executive. She has held senior executive roles with leading insurers including both Intact and Aviva. Her career spans wide-ranging areas of personal insurance with deep expertise in sales distribution, white label partnerships, P&L/portfolio management, operations, finance, investor relations and communications. Michelle is also an Executive-in-Residence in the HBA, MBA and MSc Digital Management programs at the Richard Ivey School of Business at Western University.
Michelle recently joined FSRA with a commitment to FSRA’s strategy to cultivate a dynamic and competitive marketplace and to enhance fairness and transparency for consumers, while supporting innovation and collaboration with the industry. She is accountable for advancing FSRA’s Auto Insurance Rate and Underwriting Regulation Strategy, including the new supervisory framework, with oversight of the Product and Rate Approvals team.
Michelle has an MBA from the Ivey School of Business at Western University and is a graduate of the Advanced Executive Management program at the Kellogg School of Business at Northwestern University.

Swati Agrawal
Director, Life and Health Companies and National Supervision
Financial Services Regulatory Authority of Ontario (FSRA)
Swati Agrawal Nevatia is the Director of Life and Health Companies and National Supervision at the Financial Services Regulatory Authority (FSRA). In this role, she directs the development, design and implementation of regulatory compliance and end-to-end thematic reviews for insurance companies and their distribution partners. Swati is Ontario’s lead for cooperative supervisory initiatives performed under the Canadian Council of Insurance Regulators (CCIR), a national organization that includes all the provincial and territorial regulators, along with the Federal Office of the Superintendent of Financial Institutions. Together, they work to enhance fair treatment of consumers while ensuring an efficient and effective regulatory framework for the insurance sector.
Swati is a Canadian representative at the International Association of Insurance Supervisors (IAIS), Market Conduct Working Group (MCWG). She has led IAIS’s Diversity, Equity and Inclusion (DEI) strategic initiative to evaluate how a greater consideration of DEI can lead to better consumer outcomes. Her work in this leadership capacity facilitates insurers and intermediaries globally to achieve a more equitable and fairer treatment of diverse customers (e.g., vulnerable, underserved or minority groups). Prior to FSRA, Swati was a Manager with KPMG’s Internal Audit, Risk & Regulatory Compliance Services, responsible for leading advisory engagements and client relationship management for the financial services sector across North America. She has worked and supervised teams in New York, Philadelphia and Toronto. Swati holds an MBA (Finance) from the University of Wales in UK, is a CPA from the State Board of Colorado.

Colin Simpson
Chief Executive Officer
Insurance Brokers Association of Ontario (IBAO) and Independent Broker Resources Inc. (IBRI)
Colin Simpson is currently the Chief Executive Officer of the Insurance Brokers Association of Ontario (IBAO) and Independent Broker Resources Inc. (IBRI), IBAO’s ‘for profit’ entity.
His prior roles have focused on the North American P&C market and have included being:
- President & Chief Executive Officer of Intrinsync Insurance Solutions Inc., a technology company that he co-founded in 2012.
- President & Chief Executive Officer of Kingsway Financial Services Inc.
- President & Chief Executive Officer of York Fire & Casualty Insurance Co.
Colin has also served as a Director of several insurance corporations and independent Trusts formed to raise capital for the Kingsway Financial Group.
A longtime proponent of the Broker Distribution Network and Canadian Insurance business, Colin specializes in corporate transformation and change management. He has worked in the Canadian Insurance industry for over twenty-five years and is a seasoned corporate executive and director.
Colin holds an Honours Degree in Business Law and Economics, a Master’s Degree in Accounting & Finance and is a qualified Chartered Accountant (Scotland)

Susan Penwarden
Managing Director, Personal Insurance
Aviva Canada
Appointed May 1, 2023, Susan Penwarden is the Managing Director, Personal Insurance of Aviva Canada. In this role she will drive the Personal Lines strategy across all routes to market, including products, propositions, service, and business performance. In collaboration with key stakeholders, Susan will also be driving operational excellence via digital transformation and focus on continuous operational improvement.
Since joining Aviva, Susan has held various senior leadership roles in Canada and globally. In Canada, she joined as Chief Performance Officer, Commercial Lines and shortly after became the Chief Technical Underwriter (CTU). As CTU, she focused on building a central technical team to drive commercial technical strategies and technical performance including underwriting, pricing, and product and proposition, reinsurance and exposure management, which has enabled Aviva Commercial Lines to deliver significant profitable growth
In the United Kingdom, Susan was the Chief Underwriting Officer for Commercial Lines including Global Corporate & Specialty (GCS), Small Medium Enterprise (SME), and the Irish businesses for Aviva General Insurance UK. In 2019, Susan became Director General of Aviva France General Insurance, where she was responsible for their profit and loss and end-to-end performance including strategy, underwriting, pricing, and claims operations.
Prior to joining Aviva, Susan worked for RSA, first in Canada as Director of Commercial Technical Underwriting, then as Chief Risk Officer for the Codan Group in Denmark, and finally as Director of Global Specialty Lines back at RSA in London.
