Judy Pfeifer is a dynamic and strategic senior leader with extensive expertise and experience in internal and external communications, communications strategy and planning, corporate reputation management, media relations, and stakeholder management. Recognized for her ability to inspire high performing teams, Judy will work with leaders and staff across FSRA to champion the organizational culture and vision and help manage FSRA’s relationships with multiple stakeholders in government, industry, and with consumers.

Throughout Judy’s career, she has held senior leadership positions across multiple sectors including the private, not-for-profit, public and municipal sectors, most recently as the Chief Communications and Public Affairs Officer at Metrolinx. She was also a Professor in the School of Media, Faculty of Communication, Art and Design at Seneca College.

A published author, Judy is a highly sought after speaker on public engagement, stakeholder relations and communications. She holds an Honours Bachelor of Arts in Political Science from Carleton University and a graduate Certificate in Human Resources Management from Seneca College.

Retired as President and CEO of The Investment Funds Institute of Canada 2016, Ms. De Laurentiis also served as President and CEO of Credit Union Central of Canada; Mondex Canada; and the Interac Association, Vice-President of the Canadian Bankers' Association, and Chief of Staff to an Ontario Cabinet Minister. Ms. De Laurentiis currently serves as Chair of the PIMCO Independent Review Committee; Vice-Chair of the Toronto Transit Commission, Member of Canada Life Funds Independent Review Committee, BeWhere Holdings Board, the Board of The Canadian Foundation for Economic Education, and is a Senior Fellow of the C.D. Howe Institute.

Peter Bethlenfalvy has been serving as Ontario’s Minister of Finance since December 2020. Prior to his role at Finance, he served in Cabinet as President of the Treasury Board between 2018 and 2021. He was elected as MPP for Pickering—Uxbridge in 2018.

Minister Bethlenfalvy is responsible for ensuring Ontario’s long-term fiscal sustainability and providing the fiscal firepower needed to protect the health and wellbeing of Ontarians in the face of COVID-19.

During his time as President of the Treasury Board, he was responsible for the province’s expenditure management efforts, the government’s internal audit work, and was the official employer of the province’s public servants. Minister Bethlenfalvy led the creation of Ontario’s Office of the Comptroller General – the first of its kind in any Canadian province – and is Chair of the Future State Modernization Committee.

As Minister of Finance, he is responsible for the management of the province’s finances and building the environment for long-term economic prosperity. In the face of COVID-19, Minister Bethlenfalvy is focused on providing the supports Ontario families, workers, and businesses need through the pandemic. As the province charts its long-term recovery, he is working to ensure our health care system, communities and economy are positioned to emerge stronger than ever before.

Mr. White is an accomplished and experienced leader and executive in the regulatory and financial sectors, with a passion for excellence and focused execution and a keen interest in understanding and meeting the needs of multiple stakeholders. With a strong background in regulation, risk management, governance, law, finance, change management and process improvement and oversight, Mr. White is uniquely positioned to drive the modernization and transformation of financial services regulation in Ontario, and to help ensure people in Ontario receive financial services which meet their needs, while balancing private and public sector objectives.

Before joining FSRA in May 2018, Mr. White held a number of senior executive positions at the Bank of Montreal. Most recently, as BMO’s Senior Vice President & Head Enterprise Risk, he had overall enterprise accountability for the design and implementation of the bank's risk management tools, methodologies and frameworks; for oversight of and reporting on the bank's risk management activities; and for governance and oversight of risk management functions, including the identification of top and emerging risks, the development and execution of qualitative and quantitative risk management techniques, the design and implementation of risk management systems and processes, and the provision of effective challenge over operational risks such as event, cyber, information and technology risk. He also served as BMO’s Senior Vice President responsible for strategic and technical leadership on capital adequacy, balance sheet efficiency, regulatory rules and capital issuances, frequently liaising with regulators and rating agencies.

Prior to BMO, Mark served as the Assistant Superintendent, Head of Regulation Sector at Canada’s bank and insurance regulator, the Office of the Superintendent of Financial Institutions (OSFI). As a member of the four-person OSFI Executive, he was the leader of a team responsible for OSFI’s approvals, policy-making, policy interpretation, legal services, capital/risk/solvency, research, accounting, pension oversight and actuarial policy functions. He led OSFI’s policy development during the global financial crisis - domestically working with various industry associations and leading companies, and with the Bank of Canada, the federal Ministry of Finance, the Canada Deposit Insurance Corporation and securities regulators - and internationally, with various industry groups and regulatory and rule-making bodies. In particular, Mr. White was OSFI’s representative on the Basel Committee for Banking Supervision during the Basel III process and chaired the Basel Committee’s Risk Measurement Group, leading reforms dealing with counterparty credit risk from capital markets instruments and exposures.

After business and law school and gaining experience in accountancy, Mr. White began his career at Fasken Martineau DuMoulin in 1987 as a business law lawyer, primarily focused on financial services. In 1992, he became Senior Vice President, Legal Director and Chief Counsel at the AT&T Capital consumer and commercial technology finance business, initially in Canada and later in Europe based in London England, where he led legal teams focused on regulatory compliance and transaction support. In 1997, he moved to Ernst & Young LLP/Donahue Ernst & Young, Barristers and Solicitors, where his practice focused on domestic and international financial services and transactions, and he became an equity partner and a member of the legal practice management committee. In 2001 he joined RBC Capital Markets, where he was Managing Director and Global Head of the Strategic Transactions Group, a successful and innovative structured finance business active in international capital markets and transactions.

Clare O’Hara is an award-winning journalist. She covers wealth management and insurance as a reporter for The Globe and Mail's Report on Business.

Clare began her career as a research reporter at Investment Executive, a national newspaper for financial service industry professionals. Her coverage of Canada's biggest banks blocking the sale of independent investment funds prompted a regulatory investigation in 2022 and led to a Gold SABEW Canada Best in Business Award for Personal Finance and Investing.

She has also been awarded first place at the PMAC Awards for Excellence in Investment Journalism. In 2022, Clare, along with her colleagues, was nominated for a National Newspaper Award for revealing the scant progress from companies that had publicly pledged to improve the diversity of their workforces and combat systemic racism. She has an undergraduate degree in media information from University of Western Ontario and a journalism degree from the University of King’s College in Halifax.

Blair is the Head of the Intact Centre on Climate Adaptation, University of Waterloo. Previous positions he has held include Vice President, Sustainable Development, Bank of Montreal; Director, Sustainable Development, Ontario Power Generation; Partner, Sustainable Investment Group/YMG Capital Management. Blair has written textbooks on Sustainable Banking and Aquatic Ecology.

He is on the Advisory Table, National Adaptation Strategy, Canada. He is Sustainable Finance Council member, Global Risk Institute, and he is a member of Climate Proof Canada (Insurance Bureau of Canada). Blair is Expert Member, International ISO Strategic Advisory Group, ESG, and he is on the Science, Innovation and Policy Board of Canada’s Forest Trust. He is on the Climate Advisory Board, Minister of Environment (Ontario). Blair was Chair, Federal Government of Canada Expert Panel on Climate Adaptation.

Blair was a NSERC Postdoctoral Fellow (University of Waterloo). He holds a Ph.D. in Theoretical and Applied Ecology (University of Toronto), Master’s in Sustainable Development (Wilfrid Laurier University), Master’s in Zoology (University of Toronto), and Hon. Bachelor’s Biology (University of Toronto). He is generally interviewed by the media 100 times per year on climate change/ESG related issues.

Paul Kovacs is founder and Executive Director of the Institute for Catastrophic Loss Reduction at Western University, Canada’s leading disaster research h centre. ICLR has been designated by the International Council for Science as an international centre of excellence for integrated research on disaster risk.

For more than 20 years Paul was a lead author for the Intergovernmental Panel on Climate Change, the world's leading forum for the study of climate issues. The Panel won the Nobel Peace Prize “for their efforts to build up and disseminate greater knowledge about man-made climate change”. He is Canada’s leading authority on insurance and resilience to climate extremes, and has been a contributing author to numerous international and Canadian reports on reducing the risk of loss from earthquakes, flood and severe weather to achieve disaster resilience.

Paul was appointed Chair of Ontario’s Advisory Panel on Climate Change in 2019. He was elected Chair of the Global Alliance of Disaster Research Institutes in 2021. For more than thirty-five years Paul has been a popular commentator on disaster science and economic policy. He has written more than 200 publications and is a passionate champion for insurance, disaster resilience and adaptation to climate extremes.

Paul has worked in private industry, the public sector and academia. He is a proud husband and father, with a growing collection of bow ties.

Antoinette is the Head of the Financial Institutions and Mortgage Brokering Conduct team. Her team is responsible for conduct supervision of the credit unions, mortgage brokerages and mortgage administrators, and related policy making. Antoinette also chairs the Mortgage Broker Regulators’ Council of Canada. MBRCC is a forum for Canadian regulators to cooperate and share information to identify trends and address common issues.

Prior to joining FSRA, Antoinette was a member of the senior management team at the Ontario Securities Commission. She had extensive experience in compliance, risk and policy making with respect to mutual fund dealers, investment dealers, clearing agencies, trade repositories, self-regulatory organizations and investor protection funds. She had chaired and represented the OSC on various international and domestic regulatory committees driving harmonization in policy and application. She completed a secondment at Payments Canada in 2017-2018 as Director of Financial Market Risk, where she was responsible for leading the development of the risk and settlement models for Canada’s wholesale, retail batch and real time payment systems in collaboration with the financial sector and the Bank of Canada.

Antoinette is also a CPA, CA and a CFA charterholder.

Prior to Radical, Josh was an Associate in the Emerging Companies and Venture Capital group at Torys LLP, where he maintained a general corporate law practice with an emphasis on representing emerging companies on a broad range of matters, including incorporation, financings, employment, IP, commercial contracts and M&A. He is a thought leader on auto insurance and, before moving to practice business law, Jordan was a successful litigator in private practice and with the Department of Justice.

Gina Stephens is a seasoned policy leader with 15+ years of experience in strategic stakeholder management and the design and implementation of regulatory regimes for the financial services sector. Prior to joining FSRA in July 2023 as the Director of Mortgage Broker Conduct, Gina worked for the Ontario Ministry of Finance (MOF) in the Financial Services Policy Division where she supported the legislative and regulatory policy work that led to the implementation of the Mortgage Brokerages, Lenders and Administrators Act (MBLAA). Gina served as the MOF policy lead for the 2013 and 2018/19 legislative reviews of the MBLAA, directly supporting the Minister’s appointees for both reviews. Robert’s legal and compliance experience began in the casino industry in 1996 as a supervisor and investigator with the Ontario Lottery and Gaming Corporation under the auspices of the Alcohol and Gaming Commission of Ontario and the Ontario Provincial Police Casino Enforcement Division.

In 2005, Robert founded a litigation and investigation firm primarily supporting the credit, lending, and legal sectors. In 2009, his firm merged to co-found Mathers-Prior Professional Corporation. Giving back to the legal community, Robert also served as an adjunct professor in the legal departments of both Fanshawe College and Westervelt College. Presented with an opportunity to sell the firm in 2014, Robert transitioned out of private practice, and joined London Life’s Market Conduct Investigations Unit in 2016.

In late 2020, Robert was recruited to FSRA to establish and lead a new and dedicated Market Conduct, Life and Health Insurance Agent Unit mandated to supervise the compliance and business practices of over 60,000 licensees in Ontario.

Ms. Hayes is the Global Head of Market Conduct Compliance for Manulife located in Waterloo, Ontario. In this role, Kim's primary responsibility is to provide leadership, direction, and support to the Market Conduct Compliance Departments across the globe around the execution of the Company's Market Conduct compliance and examination programs.

Kim has been in the financial services industry for over 30 years with previous experience in a variety of roles including compliance with Manulife and Manulife Securities, as a branch manager in the securities industry, an investment advisor, as well as experience with a Schedule A bank. Swati Agrawal Nevatia is the Director of Life and Health Companies and National Supervision at the Financial Services Regulatory Authority (FSRA). In this role, she directs the development, design and implementation of regulatory compliance and end-to-end thematic reviews for insurance companies and their distribution partners. Swati is Ontario’s lead for cooperative supervisory initiatives performed under the Canadian Council of Insurance Regulators (CCIR), a national organization that includes all the provincial and territorial regulators, along with the Federal Office of the Superintendent of Financial Institutions. Together, they work to enhance fair treatment of consumers while ensuring an efficient and effective regulatory framework for the insurance sector. Swati is a Canadian representative at the International Association of Insurance Supervisors (IAIS), Market Conduct Working Group (MCWG). She co-leads the Diversity, Equity and Inclusion (DEI) strategic initiative to evaluate how a greater consideration of DEI can lead to better consumer outcomes. Her work in this leadership capacity will assist insurers and intermediaries globally to achieve a more equitable and fairer treatment of diverse customers (e.g., vulnerable, underserved or minority groups). Prior to FSRA, Swati was a Manager with KPMG’s Internal Audit, Risk & Regulatory Compliance Services, responsible for leading advisory engagements and client relationship management for the financial services sector across North America. She has worked and supervised teams in New York, Philadelphia and Toronto. Swati holds an MBA (Finance) from the University of Wales in UK, is a CPA from the State Board of Colorado.

Erica is an accomplished leader in insurance market conduct and public policy development. She has deep knowledge of insurance regulatory, compliance and market conduct matters and is an experienced leader in managing stakeholders to consensus on business practice issues. Erica is passionate about financial security and protection for consumers. As Head, Insurance Conduct, Erica and her team are responsible for setting practice expectations and supervising the market conduct of agents, intermediaries, and insurers in all lines of insurance in Ontario.

Before joining FSRA in November 2020, Erica held several senior positions in the life and health insurance industry. Most recently as Director, Regulatory Initiatives at Sun Life Financial where she was responsible for developing a strategic framework for managing regulatory interpretation across Sun Life’s various business units.

Prior to Sun Life, Erica held various positions at the Canadian Life and Health Insurance Association, including as Assistant Vice President, Distribution. In this role, she was responsible for leading the Association's strategic direction and advocacy work to optimize the policy, legislative, regulatory, and self-regulatory environment affecting the life and health insurance industry with respect to distribution and consumer matters.

Erica is actively involved in the Canadian Council of Insurance Regulators, serving as Co-Chair of its Segregated Funds Working Group and Chair of its OmbudService Oversight Standing Committee. In addition, Erica is the former president of the Insurance Consumer Affairs Exchange, which promotes professionalism and shapes the discourse between insurers, regulators, and consumers. She holds a BA from the University of Toronto.

Huston Loke is Executive Vice President of Market Conduct at the Financial Services Regulatory Authority (FSRA).

FSRA supervises insurance companies, mortgage brokers, credit unions, pensions and other non-securities areas of the financial services sector.

He previously served as Director of Corporate Finance at the Ontario Securities Commission (OSC), where he oversaw securities-related matters for all Ontario-based public companies.

In his role, he had statutory authority to receipt prospectuses and grant certain forms of exemptive relief.

Prior to his role at the OSC, Huston advised the CEO of Canada Mortgage and Housing Corporation (CMHC).

Prior to his role at CMHC, Huston was President of the credit rating agency DBRS, which covered over 1,000 fixed income issuers in Canada, the US and Europe.

At various times over his career, he has supervised teams of fixed-income analysts in Toronto, New York, Chicago, London and Paris.

He was also formerly a member of the nonbank financial intermediation committee of the Financial Stability Board, holds a Master of Business Administration (Finance and Accounting) and is a Chartered Financial Analyst (CFA).

Beata is the Director of Market Conduct Property and Casualty (P&C) Insurance at FSRA. She began her career in the insurance industry over 20 years ago. She has worked in leading insurance companies, providing front line claims service to consumers, and managing insurance claims teams for top Canadian insurers.

In her current role, Beata is responsible for the development and implementation of a risk based supervisory approach in P&C Insurance with a focus on consumer driven outcomes. She builds partnership relationships with regulators and industry partners to collaborate and consult on key regulatory matters that influence sector activities. Beata utilizes her industry experience and continuing sector engagement to support positive outcomes for Ontario consumers.

Beata holds a Bachelor of Arts (BA) from the University of Toronto and Chartered Insurance Professional (CIP) designation.

Marie Muldowney

Managing Director, Canadian Securities Institute

Marie Muldowney is the Managing Director at CSI, a division of Moody’s, since 2010. In leadership positions for the last 20 years, her focus has been squarely on the customer, both institutional and learners in Canada and internationally. She has led product development, business development, sales support, and marketing.

Prior to the acquisition of CSI, Marie headed product development at CSI. From 2001 to 2007, she was the Executive Director of the Institute of Canadian Bankers. Marie holds a Bachelor of Arts and Bachelor of Education from the University of Toronto and a joint Master of Business Administration degree from York University and Laval University. She is a co-sponsor of the Canada Employee Resource Groups (Women’s, LGBTA, Multicultural and Canada Minds) and Co-Chair for Corporate Social Responsibility (Canada). She is President of the Canadian Securities Institute Research Foundation that provides funding for academic research on the capital markets, co-chair of the WEConnect Canada Advisory Council, and Chair of Our Harbour, providing housing and support for people living with mental illness.

Tashia Batstone is the President and CEO of FP Canada™, the leading certification and oversight body for the financial planning profession in Canada. Since joining FP Canada, some of her biggest priorities have included promoting financial wellness for all Canadians; improving access to financial planning services; and increasing diversity, equity, and inclusion within the financial planning profession.

Before joining FP Canada, Tashia held senior executive positions at the Chartered Professional Accountants of Canada and also served 5 years as CEO of the Institute of Chartered Accountants of Newfoundland and Labrador. She played a significant role in the unification of the accounting profession in Canada and led the development of the CPA Certification Program.

Tashia has been selected by Memorial University as the recipient of the 2023 Alumni of the Year Award. In 2020, Tashia was named in Practice Ignition’s top 50 women in accounting globally.

Her belief in giving back led Tashia to volunteer roles at organizations such as the CPA Canada Martin Family Initiative, the World Association of Girl Guides and Girl Scouts, and Girl Guides of Canada. She currently serves on the Board of the International Federation of Accountants (IFAC) and the Canada Deposit Insurance Corporation (CDIC).

Anthony Williams

As Vice President, Academic Affairs for The Canadian Institute of Financial Planning , Anthony oversees the Academic Department of CIFP. This involves the development, maintenance and supervision of the core education curricula and supporting continuing education tied to the various FSRA-approved professional designations on offer from CIFP. Anthony is also the head instructor for CIFP's preparatory bootcamps for industry certification examinations and facilitates events including the CIFPs Professional Days and Ethical Conduct for Financial Planning Professionals. In addition, Anthony serves as CIFP's liaison with industry regulatory bodies including FSRA.

Anthony has been a part of The Canadian Institute of Financial Planning team for over 20 years. Prior to joining CIFP, Anthony spent several years as a financial planner with a national wealth management firm.

Wendy Horrobin

Wendy is the Head of Licensing & Risk Assessment (LRA). She oversees the entire Licensing function, as well as complaints, and the Unit who is in charge of Credentialing Oversight that includes the approval of Credentialing Bodies for Financial Advisors and Planners. Wendy is on the Executive of the Canadian Insurance Services Regulatory Organizations, and currently chairs the Life Licence Qualification Program Governance Committee. She is a Former Senior Manager in Market Conduct with oversight of the Property and Casualty Sector as well as complaints. Prior to coming to the regulator, Wendy was a Casualty Claims Manager in BC, NB and ON.

Chris Dobrzanski is currently the chair of the Board of Directors and Founding Director of Community Forward Fund (CFF), a social impact fund that supports community housing and other non-profit societies to build their capacity and asset ownership for greater community resilience. As Chair of CFF, Chris oversees a venture fund specific to the cooperative sector - Canadian Cooperative Investment Fund (CCIF) - that finances housing cooperatives with patient equity.

A seasoned and enthusiastic observer of the Global financial scene and Local community impact, Chris retired November 2015 from his position as CEO & President of Citizens Bank of Canada (CB) as well as Chief Economist at CB’s parent, Vancity Credit Union. Prior to that Chris was a Senior Vice President at Vancity Credit Union in charge of managing treasury and credit.

Chris holds investment management certification, a MA in Economics and a MBA in Finance both from University of British Columbia. He speaks multiple languages including French, Italian, Spanish, Polish and Korean.

Michael Hatch is CCUA’s Vice President of Government Relations. Michael manages the team that runs CCUA’s advocacy at the federal and provincial levels on behalf of credit unions. Prior to joining CCUA in 2018, Michael spent a decade at a government relations consulting firm working primarily for national associations. During that time he also served as chief economist to a large retail trade association, and was their national media spokesperson as well, conducting well over 2,000 media interviews in all formats over ten years. Michael also worked on Parliament Hill for three years as an economic policy advisor. Originally from Newfoundland, Michael has a degree in Economics from the University of Toronto

CEO, Lloyd Smith, has for years been instrumental in the ongoing success of FirstOntario Credit Union. Driving corporate activities and managing resources, he has held positions covering a range of responsibilities including finance, treasury, corporate services, risk management and corporate investments.

Lloyd began his career in 1990, working at Family Savings & Credit Union (Niagara) Limited as Controller. In 1999, he was actively involved in the merger between Family Savings and Avestel, which formed FirstOntario Credit Union.

Lloyd received a Bachelor of Administration degree from Brock University, is a Chartered Professional Accountant, a Certified General Accountant and a Certified Chief Executive.

Jacquie

Jacquie Davison

Chair of the Board of Directors, Libro Credit Union

Jacquie Davison is a seasoned executive and board director, who has served on Libro Credit Union’s board since 2011.  During that time, the board has hired two CEO’s, overseen a significant merger, and grown into one of the largest credit unions in Ontario.  Jacquie currently serves as Chair of the board, having taken over the role on the eve of the pandemic in April 2020.  A strong governor, she has completed the Canada Credit Union Director Achievement (CUDA) program as well as the Institute of Corporate Directors Accreditation. 

Jacquie is a strategic financial leader and has enjoyed a progressive career in senior roles including Deputy City Manager for the City of London, and Vice President of Finance and CFO for London Health Sciences Centre.   

A lifelong learner, Jacquie completed her Master’s in Laws from Osgoode Law School in 2020.  She previously earned an Honours Bachelor of Business Administration degree from the Richard Ivey School of Business at Western University, received a Chartered Accountant designation, and earned the Ministry of Education Supervisory Officer’s Qualification. 

In her spare time, she enjoys travel and outdoor adventure with her husband and three children.

Mehrdad Rastan is a passionate leader with over 25 years of experience executing strategic initiatives, establishing strong partnerships, building high performing teams and championing transformational organizational culture. He is responsible for FSRA’s credit union and prudential functions with a focus on promoting and contributing to sector stability and maintaining public trust and confidence in the sectors.

Mehrdad has extensive public sector experience as a senior regulator at FSRA and at the British Columbia Financial Services Authority. He built regulatory and supervisory teams and implemented modern systems and frameworks to promote operational resilience and financial stability. Mehrdad has overseen the re-build of FSRA’s recovery framework and the enhancement of the resolution regime and led the development of the integrated Risk Based Supervisory Framework.

Prior to his regulatory roles, Mehrdad held strategic and risk management positions in investment, hedge and pension funds and founded and developed start-ups in construction, entertainment and technology. Mehrdad has earned degrees in physics and finance and holds the professional Financial Risk Manager (FRM) and Chartered Financial Analyst (CFA) designations.

Reesha has been working in the Pensions sector for more than 20 years. She has considerable regulatory experience gained through her previous roles as Deputy Legal Director and senior counsel at the Financial Services Commission of Ontario. She has experience in Pensions law matters through her past work in consulting and as a lawyer in the pensions and benefit practices at leading law firms. Within FSRA, Reesha has been a leader in the operationalization of principles-based regulation.

Paul has over 15 years of experience working with pension plans both in Canada and abroad. He has held a variety of roles providing him experience in risk management, investment management, and pension operations. Paul is now accountable for providing leadership in the delivery of relationship management and initiatives in support of overall prudential supervision strategies for pensions regulated by FSRA. Paul holds a B. Com and International MBA in Finance as well as designations such as the Charter Investment Manager (CIM).

Claire has been working in the pension sector for more than 25 years, joining FSRA in October 2020. She is primarily responsible for the regulatory operations of all Ontario-registered pension plans as well as handling member complaints. Prior to joining FSRA, Claire worked for over 13 years at the Ontario Ministry of Finance (MOF) in progressively senior pension policy roles. She was instrumental in the drafting of many of the legislative and regulatory amendments to the Pensions Benefits Act, including the two pension reform bills in 2010. Claire started her career in pension plan administration while working for a large public sector pension plan.

James brings over 20 years of experience working with investment regulation. He began his career as a lawyer in private practice. He then practised in-house at a large financial institution. He joined FSRA in 2020 to support its strategic policy and supervisory activities. James is a graduate of McMaster University (BA), Queen’s University (MA), University of Toronto (JD) and New York University (LLM).

Trevor began his career in pension consulting before moving to work in-house at a large Ontario pension plan. Trevor is a graduate of the University of Waterloo and is a Fellow of Society of Actuaries and the Canadian Institute of Actuaries.

Andrew has over 35 years of experience in the pension industry. He is a senior pension leader, strategist and trusted advisor. He has held partnership and senior consulting and business development roles with some of the largest global human resources consulting firms.

Andrew joined the Financial Services Commission of Ontario (FSCO) as its Chief Actuary (Pensions) in 2018 and transitioned to FSRA in 2019 as Head of Relationship Management and Prudential Supervision.

He was previously Senior Vice President, Pension Services and Chief Actuary, with one of the largest jointly-sponsored pension plans in Canada where he had oversight responsibility of a wide range of functions including actuarial and advisory services, pension policy and research, pension sustainability, strategy and planning, stakeholder relationships and communications.

Andrew graduated from the University of Waterloo with a Bachelor of Mathematics. He is a Fellow of the Society of Actuaries (FSA), a Fellow of the Canadian Institute of Actuaries (FCIA), a Chartered Financial Analyst (CFA) charter holder and holds the ICD.D designation with the Institute of Corporate Directors.

Elizabeth (Liz) Bellefleur-MacCaul is a Senior Actuarial Analyst at Definity. Since joining the organization in 2018, Liz has held roles within different Personal Insurance Pricing teams, and has more recently joined Definity's Advanced Analytics business unit. Her primary responsibility has been the development of predictive models and analytics solutions, both for traditional pricing use cases and non-pricing business needs.

Since its inception, Liz has been an active and inaugural member of Definity's cross-functional working group for addressing the impact of social bias and fairness in predictive modelling and analytics. Liz has presented on behalf of the working group at the Fall 2022 Ontario Conference of Casualty Actuaries Meeting, as well as in Los Angeles at the 2023 Casualty Actuarial Society Annual Meeting, showcasing Definity's journey in operationalizing bias detection, mitigation and fairness assessments, as well as educating attendees on the necessary practical considerations to facilitate uniform adoption across business units. She has also been interviewed by Insurance Business Canada Magazine, where she spoke to the importance and necessity of using artificial intelligence in an ethical and responsible manner, while highlighting the meaningful progress that Definity has made in this space. Additionally, Liz and her fellow members of the dedicated bias & fairness working group were shortlisted as finalists for the 2023 Definity CEO Award.

Throughout 2023, Liz held the role of Vice-Chair of the company-wide Women's Empowerment Employee Group, one of several employee groups at Definity committed to fostering and championing Inclusion, Diversity, Equity & Accessibility (IDEA) in the workplace. In 2024, she will be stepping out of this role in order to focus her time and efforts to build out Definity's newly established employee group centered around disability and accessibility. As a community member herself, Liz envisions a workplace where disability is embraced as an integral part of diversity, such that employees of all abilities can bring their authentic selves to work and thrive.

Michelle Huang is a seasoned leader in advanced analytics and corporate risk management. In her 18 years of career in banking and insurance, she has been taking various modeling and risk management roles from market risk quant, Vice Presidents of Capital Modeling, Collateral Analytics, and Model Validation to Head of MRM. Currently she is Senior Director of Model Validation at Discover Financial Services overseeing validation and risk management of AI/ML models used for consumer credit underwriting, portfolio risk management, marketing, fraud detection, and collection etc. In her previous role as Head of MRM at American Family Insurance Company, she led the team to design, implement, and execute a customized risk and reward balanced MRM framework including AI risk management framework for responsible AI. Michelle holds a Ph.D. in Mechanical and Aerospace Engineering and an M.S. in Statistics from Rutgers University.

Roosevelt C. Mosley Jr., FCAS, MAAA, CSPA, is a principal and consulting actuary with Pinnacle Actuarial Resources. His skill set includes predictive analytics applications for all insurance functions, ratemaking and product development, strategic reviews, competitive analyses and litigation support.

Roosevelt performs extensive competitive analyses to evaluate insurer company competitiveness and to develop rating plans for new states and lines of business. He performs external peer reviews of insurance companies’ internal model development processes and provides recommendations for improving the modeling process and the resulting rating plans. Roosevelt also conducts reviews of company strategy to ensure operations and analytics are aligned with the strategic direction.

Roosevelt is recognized as an industry expert in the analysis of unfair discrimination and bias in rating. Roosevelt is on the leading edge of research on this issue, and also provides services to clients in this area, including testing insurance company processes and providing training.

Roosevelt is the immediate past president of the Casualty Actuarial Society, has served as vice president of marketing and communications and is the chair of the CAS Board of Directors. He is also a member of the Board of Directors of the International Association of Black Actuaries Foundation and is an Emeritus trustee of the Actuarial Foundation.

Michelle Dodokin is Head of Auto Insurance Supervision at FSRA building on a 15+ year career as a P&C insurance executive.  She has held senior executive roles with leading insurers including both Intact and Aviva.  Her career spans wide-ranging areas of personal insurance with deep expertise in sales distribution, white label partnerships, P&L/portfolio management, operations, finance, investor relations and communications.  Michelle is also an Executive-in-Residence in the HBA, MBA and MSc Digital Management programs at the Richard Ivey School of Business at Western University.   

Michelle recently joined FSRA to help advance FSRA’s commitments to a dynamic and competitive marketplace and to enhance fairness and transparency for consumers while supporting innovation and collaboration with the industry.  She is accountable for advancing FSRA’s Auto Insurance Rate and Underwriting Regulation Strategy, including the new supervisory framework, with oversight of the Product and Rate Approvals team. 

Michelle has an MBA from the Ivey School of Business at Western University and is a graduate of the Advanced Executive Management program at the Kellogg School of Business at Northwestern University.
