I authored a research report published by the Canadian Institute of Actuaries and the Society of Actuaries in March 2020 entitled "Classification of Risk Sharing in Pension Plans - Canadian Practices and Possibilities". It can be accessed from the SOA website at
https://www.soa.org/resources/research-reports/2020/classification-risk-sharing/. Section 5.4 of the report addresses transfers from one type of risk-sharing arrangement to another. The unique challenges of transfers between pension plans with different risk-sharing deals do not appear to have been addressed in the new FSRA guidance.

You only provide for member notification on the "pension website" and, in fact, many pensions do not have such a website.
In addition, many plan members (because of age, illness, affordability, or lack of technology skills) do not have access to pension websites that might exist
